Few municipal courses in New York State carry the pedigree of Capital Hills. Designed by Robert Trent Jones Sr. and opened in 1967, it stands as one of the more architecturally serious public facilities in the Capital Region — a course that plays with genuine strategic demand rather than simply filling acreage. The layout moves through rolling, wooded terrain on the western edge of Albany, and RTJ's characteristic combination of bold bunkering and water features gives it a harder edge than the typical city-owned track.
Albany sits at the confluence of the Hudson and Mohawk rivers, where the Catskills give way to the broader upstate plateau. Golf here means genuine northeastern seasons — early springs that soften fairways, humid summers, and autumns when the surrounding hardwoods turn the whole property amber and red. Capital Hills is a year-round conversation in the local golf community, drawing a loyal following of city residents who take their game seriously.
For a municipal, the conditions and challenge punch well above their class. Par 71 leaves room for a few shorter, more tactical holes that reward placement over power — a design philosophy very much in keeping with Jones's broader body of work.
